Methodology

The analysis of the development of Spatial Data Infrastructures (SDI) covers 22 countries in West Africa (WFA). It covers several areas of evaluation: political, institutional, technical, legal, and economic associated with different indicators. The objectives of the eight SDI development indicators selected are described in the links below. Each indicator groups together key questions rated out of 10. An average score out of 10 is then associated with each indicator by country.

The assessment of SDIs in each country was based on a rigorous methodology to analyse their maturity, effectiveness and impact. The references of the assessment frameworks are:
  • The United Nations Global Geospatial Information Management (UN-GGIM) initiative proposes a standardised approach to assess the maturity of SDIs (https://ggim.un.org/UN-IGIF/)
  • The INSPIRE (Infrastructure for Spatial Information in Europe) framework provides a methodology to assess the compliance and performance of national SDIs in Europe (INSPIRE Directive)
  • SDI Readiness Index: tool developed to measure the level of maturity of an SDI based on quantitative and qualitative criteria (SDI Readiness Model - GSDI)
